Summary

This report is a sequel to The African Report on Child Wellbeing 2008. It updates many of the issues discussed therein and monitors the degree of progress made; but at the same time it is also unique, in that it singles out an important theme û æbudgeting for childrenÆ.

Author Biography

The African Child Policy Forum (ACPF) is an independent, not-for-profit, pan-African institution of policy research and dialogue on the African child. ACPF was established with the conviction that putting children first on the public agenda is fundamental for the realisation of their rights and wellbeing and for bringing about lasting social and economic progress in Africa. The work of ACPF is inspired by universal values, informed by global experiences and knowledge, and guided by the needs and conditions of African children.Without minimising ground-level efforts, ACPF works to change the climate of opinion in African countries among the public, opinion leaders and policy makers. It is a regional forum that has an African identity and speaks with an African voice to actively counter those who defend the violation of children's rights in the name of African traditions and values.ACPF assists governments and non-governmental organisations in developing and implementing effective pro-child policies and programmes, while providing a platform for child rights and human rights organisations to work together to initiate change in the conditions of African children. The African Child Policy Forum is a not-for-profit organisation with no political or religious affiliations.
