Summary

In Washington Heights, Tio Paco rules. The Dominican trafficante controls the heroin and crack cocaine trade and makes his deals with New York's envoy from the Colombian cartels. Now someone is ripping off his stash houses. Word on the street says dirty cops. One cop is already down, in suspicious circumstances.
First Deputy Commissioner Suzanne Albrecht knows that Manhattan's Three-seven precinct is burning. But a scandal on her watch could deep-six her dream of becoming New York's first female police commissioner. She orders Lieutenant Matthew Stuart, a detective in the "Silk Suit" Intelligence Division and her former lover, to go inside the Three-seven and find the bent cops.
As the embattled precinct comes under siege, a trail of blood and cash leads Stuart back through his own chain of command. Caught in the crossfire between organized crime gangs battling for control of New York's multibillion-dollar drug trade and a woman who will stop at nothing to protect a damning secret, he is a moving target in a city primed and ready to explode.
